World Wide Web Policy

WEB PAGES:

I. Definitions:

College:
Westfield State College, including Graduate Studies and Continuing Education

College equipment:
All computing and communications equipment and related intangibles owned by the College, including but not limited to computers, servers, network connections and routers, modems, the name of the College, and Internet resources assigned to the use of the College.

Web Pages:
The College's web site supports both official and unofficial web pages. Official college pages contain materials and information approved by the college and which meet acceptable use criteria. Unofficial web pages - personal pages and linked pages - are designed and maintained by their authors/owners and do not necessarily reflect the web publishing standards established by the college.

II. Regulations for all web pages stored on College equipment:

a) All Web Pages must conform to Federal and Massachusetts law, and to the acceptable use policies of the College's internet provider(s). In particular, they must not advocate any criminal act; they must not disclose confidential or private information belonging to anyone other than the author of the page; they must not be part of the conduct of business of any entity other than the College or its sub-units; they must not violate copyrights/patents on the information transmitted; and they must not transmit information deemed indecent.

b) All pages must contain an email link or reference to an author/owner.

c) Pages and links whose contents are inappropriate or do not adhere to these web policies may be disabled by the College's Webmaster. Please see section VI concerning enforcement of these policies.

d) The College will make every reasonable effort to maintain College equipment in working order. However, service may be disrupted for maintenance or replacement of equipment or for reasons beyond the College's control.

e) For all persons creating commercials, radio spots, or printed advertisements that include a web page address, the address must be checked by the Webmaster for accuracy prior to running the advertisement.

III. Regulations for official College web pages.

Official College web pages are pages which contain materials and information approved by the College which meet acceptable use criteria and are relevant to College programs and events. Official web pages must adhere to the following regulations as well as the regulations listed in section II.

a) Official College web pages must contain accurate and up-to-date information. Pages containing dated material need to be updated on a regular basis. If a page that provides information is out-of-date in any way, the Webmaster can take the page down until it is updated.

b) All official College web pages must contain a 'last updated' statement at the bottom of each page.

c) Spelling on all official College web pages needs to be accurate.

d) All new official College web pages being designed after November 1, 2000 (when using a logo or color to represent the College ) must use one of the logos and/or color choices found at http://www1.wsc.ma.edu/publicaffairs/logos/logos.htm

e) All existing official College web pages must change their design to include the logo and color choices listed at http://www1.wsc.ma.edu/publicaffairs/logos/logos.htm by January 1, 2001.

f) All official College web pages will need to be validated for accessibility regarding the Americans with Disabilities Act as required by law. All existing official college web pages must be fully accessible by May 30, 2001. All new official College web pages developed after November 1, 2000 must be fully accessible and validated in order to be placed on the server. Please use the following guidelines to design web pages and please make sure that you have validated your web pages (all of them) at http://www.cast.org/bobby/ After you submit your page to the validator, it will list priority 1, 2, and 3 information about your page. You must adhere to all Priority 1 changes. Priority 2 and 3 changes are recommended but not mandatory.

g) Each official College web page or site needs to have an owner who is responsible for the site and who is the contact in that department for the web page. This person must be a full or part time employee.

h) Each official College web page must contain the META AUTHOR tag on each page listing the name of the person who wrote the page.

i) All official College web pages must have a title in the <head> section of each page. Please use the following naming structure for titles:
Computer Center main pages' title would be Computer Center. For subsequent pages use Computer Center ??? Hours or Computer Center ??? Staff.

j) All official College web pages must be cross-browser compatible back to browsers of version 3.0 and higher (Netscape and Internet Explorer). All College web pages also must be able to be read and logically followed in the text-only browser Lynx. All official College web pages designed before November 1, 2000 must re-design their pages for cross-browser compatibility by May 30, 2001. All pages designed after November 1, 2000 must adhere to this policy prior to the page being placed on the server.

IV. Regulations for unofficial College web pages.

Unofficial College web pages are personal pages and linked pages that do not necessarily reflect the web publishing standards established by the college. Unofficial web pages must adhere to the following regulations as well as the regulations listed in section II.

a) Unofficial web pages may not contain official information about the College. The owner/author assumes responsibility for the contents stored on his/her page.

b) Each unofficial College web page must contain a disclaimer stating that the page is not an official web page sanctioned by the College.

c) If the College logo is used on an unofficial College web page, it must be one of the choices found at http://www1.wsc.ma.edu/publicaffairs/logos/logos.htm

V. Regulations for student web pages.

All students attending Westfield State College will be provided with access to the academic web server in order to develop and maintain a personal web page. Student web pages are not official or unofficial pages but they must conform to the following regulations as well as those listed in section II.

a) Each student web page must contain the META AUTHOR tag on each page listing the name of the person who wrote the page. All new pages designed after November 1, 2000 must include this tag. All existing student pages designed prior to this date must add this tag to their pages by May 30, 2001.

b) Responsibility and liability for the contents of the student page rests solely with the author/owner. Students wishing to develop and maintain a personal web page will be required to electronically agree to the policies outlined in this document. Refusing to acknowledge and agree to the policies will result in loss of personal web page privileges.

VI. Enforcement of this policy

The author/owner of a web site is considered to be the contact person for that page, and is responsible for insuring that the page continues to satisfy this policy.

If the College receives a complaint alleging that the page violates this policy, the College's designee shall investigate the complaint. If, in his/her judgment, the complaint has merit, he/she shall make the page unavailable or require that it be modified. The contact person may appeal this decision as stated in Section V within the following 3 weeks of a regular (not summer) college semester. The designee will maintain the page in a private area until such appeal is concluded or until the time for appeal has lapsed. Similarly, the complainant may appeal if the College decides the complaint is without merit. The contact person and the complainant are to be notified by the College's designee (via e-mail or in writing) of the result of any such investigation and of any unavailability of a page resulting from the investigation.

VII. Making a Page unavailable and Appeal Policy

A page may be made unavailable by the College Webmaster, the Network Manager, or the Director of MIS under the following conditions:

a) For unofficial College web pages, if the contact person ceases to be a member of the College Community and does not identify a new contact person prior to leaving, the page may be made unavailable by the Webmaster.

b) For student pages, when the student graduates, if the student has not made plans with the Alumni office to take over maintenance of his/her page, the page will be taken down 1 year after graduation.

c) A complaint is received that the page contains indecent materials. If warranted, further sanctions, such as loss of computing privileges or disciplinary action, may be imposed by appropriate College officials.

d) The computer system is no longer able to support the Web Page. In this case, the contact person will be given the opportunity to apply for a new location for the page.

e) Such action is required by appropriate legal authorities.

The contact person may appeal the unavailability of a page or the requirement to change a page under Section VII, c, or the denial of an application, by appealing to the Web Committee of the College. The filer of the complaint may similarly appeal the failure of the College to make a page unavailable or require the modification of a page.

The Chair of the Web Committee, or its successor, shall call a meeting and give the contact person, the complainant involved, and the Webmaster a chance to attend and voice their concerns. Only impartial members of the Web Committee can vote on the matter, meaning anyone on the Web Committee who has prior knowledge or involvement with the complaint in any way will be asked to remove themselves from the decision making process.

Any sanctions other than making a page unavailable or requiring its modification may be imposed by the appropriate College officials.
